In 2007 Israel imposed a land, sea and air blockade on Gaza, restricting movement of people and goods. Three years later, a six-ship flotilla organised by the IHH Humanitarian Relief Foundation and the Free Gaza Movement attempted to bring humanitarian aid to Gaza. Israeli commandos boarded the Mavi Marmara in international waters in the early hours of May 31 2010. Nine Turkish nationals were killed. The UN Palmer Report 2011 found the blockade legal and the boarding "excessive and unreasonable." No prosecutions followed.
